Your 2nd question, if you sub to EA play via Steam, your EA play only applies to games that via Steam only, so if a game not on Steam, then it's not part of EA play on Steam. To answer 1st question, yes you can play with other users via Xbox pass on PC, Steam, Epic, and Origin, they all use Origin as the DRM to connect with each other, and if EA does cross play via console with their EA Games they too will be able to play with as well. Today he wanted to play NFS Heat on PC (Windows 11). He was using it on Xbox One without a single issue. He was using EA Play before it became available in GPU. My child has an Xbox/Microsoft child account with Game Pass Unlimited.
